The scheme aims to help homeowners pay for energy-efficient improvements, including upgrading insulation, which will not only reduce people’s environmental impact but can also save them money on their energy bills and add value to their property.
Flat roofs should have a layer of insulation built into the structure from new. However, adding insulation to an existing flat roof generally requires the removal and replacement of materials. So, using the grant, you can have a flat roof installed without cost to you.*

You may be eligible for a voucher covering the entire cost of improvements, up to £10,000, if you claim the following commonly received benefits:
- Income Support
- Income-Based Jobseeker’s Allowance (JSA)
- Income-Based Employment and Support Allowance (ESA)
- Universal Credit
- Pension Guarantee Credit (excluding Pension Savings Credit)
- Child Tax Credit
- Working Tax Credit
- Disability Living Allowance
- Personal Independence Payment (PIP)
- Attendance Allowance
- Carer’s Allowance
- Severe Disablement Allowance
- Industrial Injuries Disablement Benefits
- Contribution-Based Jobseeker’s Allowance (JSA)
- Contribution-Based Employment and Support Allowance (ESA)
- Housing Benefit
Even if you don’t receive any of these benefits, you could claim a voucher covering two-thirds of the cost, up to a maximum government contribution of £5,000.
The voucher covers:
- Labour and materials
- Scaffolding
- Waste removal
- VAT
